well for my avatar i used the program paint.
for most hp comps / windows its a basic program.
you can open up any photo you want to use and then manually resize it from there [it tells you on the bottom right hand corner the dimensions the photo is currently at.]
OR
you can use photoshop and just resize it using the "image resize" tool!
